Third Life Economics
Third Life Economics (3LE) is the research and consultancy company of David Marlow. For over twenty-five years David, a development economist, worked as a senior public servant in the UK and internationally.
This culminated in eight years from 2000-08 as CEO of firstly a large metropolitan council, and latterly of the East of England Regional Development Agency.
In 2008, David established 3LE to focus on delivering stimulating work to and with those passionate about sustainable inclusive development and regeneration.
Leadership of place in the age of unreason
Delivering projects singly, with associates, and sometimes as part of a wider team, over its first decade 3LE has been at the forefront of most of the major place-based developments and structural economic reforms in England, as well as completing assignments in the EU and eight other countries.
Whilst all 3LE’s projects are bespoke, they typically seek to strengthen leadership and management of place (regions, cities, towns and communities) in this most complex and challenging of times.
David brings his creativity, experience and a collaborative approach to all his work. Of over fifty clients, more than forty of them (national departments and NDPBs, local and combined authorities, universities, economic development companies like LEPs and EDCs, businesses, charities and social enterprises) have resulted in enduring, sustained relationships.

David and 3LE are particularly well placed to assist places and their lead institutions with post-COVID19 strategic recovery planning and post-BREXIT repositioning regionally, nationally and globally.
David is a veteran of a number of post-crisis and post-disaster turnaround and reinvention strategies both within the UK and overseas. He has assisted a number of recent clients with getting this work underway and so far in 2021 his public work has been showcased by the Institute for Economic Development, LGIU, MJ, and extensively on social media platforms.
